Plenty of toys marked 3+ look as though a younger child would manage them perfectly well, and often they would. But the rating usually comes down to piece size, and that's not a judgement we'll make on a manufacturer's behalf. If the box says 3 years, that's what the page says.

What you get at this age is counting and number games, building, balancing, and sets with more and smaller parts — the toys that reward a child who can concentrate for a while and doesn't put things in their mouth any more.
